1. Project Background: Since the completion of the Guanshan Canal’s settling tank in 1988, it had faced significant issues due to its location near a riverbank. The tank was frequently disturbed by airborne dust and the dumping of waste in the surrounding area, severely detracting from the scenic beauty of the South Cross-Island Highway entrance. Local residents expressed concerns about this issue, which had become a major challenge in irrigation management. To address these shortcomings and align with the government’s "production, ecology, and life" principles, the project aimed to improve and green the area around the settling tank through phased planning and construction.
2. Construction Location: Haiduan Township, Taitung County.
3. Total Project Cost: NT$3,190,070.
4. Construction Period: From August 15, 2004, to November 22, 2004, with a total duration of 100 calendar days.
5. Project Details: Drainage management road for 246 meters, entrance landscape area, one parking lot, one water curtain waterfall, decorative retaining wall for 47.5 meters, one hexagonal pavilion.






1. Utilizing natural water levels, stainless steel pipes were used to draw water from the settling tank, along with the addition of natural stones to create a distinctive water curtain waterfall.
2. The project provides a well-designed rest area for visitors and nearby residents, featuring ample space planted with native vegetation. This landscaping creates a forest-like environment, serving as a refuge and breeding ground for wildlife.
3. In cooperation with the river management authority (Eighth River Management Branch of the Water Resources Agency), a formerly overgrown and neglected area was transformed into a parking lot with landscaping. This project demonstrates effective use of valuable water resource land, establishing the most picturesque water conservation park along the Beinan River.
4. After completing three phases of basic infrastructure, the association is closely monitoring the area to assess any negative environmental impacts caused by the increase in visitors. These observations will guide future improvement efforts.
