Under the director, there is one deputy director who assists the director with office affairs, and a chief engineer in charge of engineering and technical matters subject to the director's orders. There are also four divisions each with a division head: engineering, management, finance, and general affairs, and four offices each with an office chief: human resources, accounting, counseling and information. In order to promote operations and management, 9 working stations are responsible for irrigation management and facility maintenance.

Responsibility
Director
  1. Conducts work in accordance with related legal provisions
  2. Directs and supervising employees and operational units
  3. Implements tasks assigned by the Irrigation Agency:

Deputy Director
  1. Assists the director with general office affairs.
  2. Reviews documents and prepares important operations.
  3. Contacts and coordinates related operations and handles important assigned cases.
  4. Operational assessments and improvements.
  5. Coordinates general business across departments.
  6. Matters assigned by the Director.

Chief Engineer
  1. Assists the director with technical matters relating to engineering and management.
  2. Supervises and researches water source utilization and irrigation management.
  3. Supervises engineering project planning, design and operation.
  4. Reviews project plans, designs, engineering project construction quality, progress assessment and supervisory matters.
  5. Prepares engineering project funding and supervises project bidding and bid opening.
  6. Researches and develops matters relating to water source development and irrigation operations efficiency.
  7. Matters assigned by the Director.

Engineering Division
In charge of construction, improvement, repair and engineering planning, surveying, designing, project examination, construction, acceptance and other matters relating to irrigation facilities.
Management Division

Processes water resources development, allocation, operational water quality monitoring and inspection, irrigation land management and irrigation facility maintenance, disaster repairs, basic level irrigation team operations, pump maintenance and management, and pipeline irrigation promotion.


Finance Division

Processes the irrigation operation funds' non-facility real estate activation, income disposal and other fee income and real estate management, disposals, annual financial planning, scheduling and other related matters.


General Affairs Division

This division is divided into two sections: documents and general affairs sections, which process documents, treasury matters, administrative management, seal keeping,, proceedings of the Agricultural Water Affairs Advisory Council and bidding and contracting among other tasks.


Human Resources Office

Processes organization, employee appointment and dismissal, remuneration, benefits, assessment, rewards and punishments, attendance, training, retirement, pensions.


Accounting and Statistics Office

Processes the preparation of annual budgets and final accounts and statistical data.


Counseling Office

Processes people's petitions and case examinations, facilitating convenience measures, and conducting political ethics affairs.


Information Management Office

Processes computer and business system maintenance for various departments' workstations, computer education and training, network security, and network management services.


Stations
  1. Maintenance, management, annual repair and improvement of irrigation and drainage facilities above small ditch supply gates and small drainage gates, punishing irrigation violations, flood control and rescue work.
  2. Management and regulation of water diversion, water delivery and water distribution above small ditch gates and small drainage gates
  3. Command and assessment of irrigation working groups
  4. Coordination and processing of irrigation disputes
  5. Implementation of irrigation decrees and irrigation systems
  6. Monitoring and processing of irrigation water quality
  7. Formulation and execution of irrigation plans and surveying cultivated areas and production
  8. Checking and reporting on changes in irrigation and drainage areas and related cadastral data
  9. Matters related to irrigation management organizations.
